Enable decent_ci support for OpenStudio

@axelstudios I'm going to recommend that this get merged so that we can test having CI on OpenStudio for a few weeks.

@Myoldmopar @kbenne This will almost certainly result in slower response times for dashboard updates for Windows. I'm expecting the Mac to keep up.

If it becomes too much of a problem, either comment out the lines in the .decent_ci-Windows.yaml file for OpenStudio, or add another build bot 😉

I have an extra 4 core Windows 7 machine we could use for CI.

@macumber work with @Myoldmopar if you decide to set it up. I've tried to keep the https://github.com/lefticus/decent_ci/blob/master/README.md and https://github.com/NREL/OpenStudio/blob/develop/doc/ContinuousIntegration.md documents up to date for what is required.

Thanks @macumber; I talked with @axelstudios and he also has a spare
machine to contribute. Early next week I'm available to spend time setting
it up. Also I should note that we are set to purchase some brand new
machines and get them all set up in a centralized location, etc., at the
beginning of FY15, if not before.
