Pull request overview

• Fixes Add ZoneHVAC:CoolingPanel:RadiantConvective:Water to OpenStudio #2958
• This is exactly like ZoneHVACBaseboardRadiantConvectiveWater and CoilHeatingWaterBaseboardRadiant, except that we now have ZoneHVACCoolingPanelRadiantConvectiveWater and CoilCoolingWaterPanelRadiant
• There's a problem with the functional test on OpenStudio-resources. It fails saying the (autosized) capacity is too high. When I fix the capacity, it runs ok. What should the ctor for capacity do?
