[Bug] Segmentation tool remains active after deleting all segments, and new segments cannot be added

Describe the Bug

Segmentation tool is active after deleting all segments from the segmentation and unable to add new segments.

Steps to Reproduce

Scenario 1

1. Add a segmentation.
2. Delete segment
3. Click on "Add Segment" button

Scenario 2

1. Add a segmentation and enable any segmentation tool.
2. Delete segment
3. Observe cursor and segmentation tools on toolbar

The current behavior

Scenario 1

Unable to add segments on clicking Add Segment" button.

Scenario 2

Segmentation tool is active in the toolbar and black cursor is visible on the viewport.

The expected behavior

Scenario 1

User should able to add segments on clicking Add Segment" button.

Scenario 2

Segmentation tool should be disabled in the toolbar and black cursor should not visible on the viewport.
