Steering summary
section 4.16. contains content that should be in section 4.1.1. suggest to tidy this up.

The focus of this section is on using a specifci VC data model. Yet is states:

4.1.6 Credential Structure

Digital Wallet Providers SHALL implement DIDs as cryptographic identifiers.

Section 4.1.1 Identifiers for Enterprise Identity already deals with DID requirements. Thus, whatever is deemed useful wording in section 4.1.6. should be moved into 4.1.1
