Move Champions FAQ page into series book #146

This seems like it makes the most sense; we can keep the page but build out the content to be more useful (currently it's largely only the Champions page links to the FAQ).

I propose:

  • Julie moves the content to the series book, and replaces text with a link to the series book
  • when @stefaniebutland has updated FAQ language from NOAA, add that to the series book
