Update dependencies to latest, fixes a few security issues.
- goproxy update to v1.7.0
- x/net update
Fix / update CI.
- mbed-edge requires that the runner is in ubuntu 22.04 (24.04 fails - see issue Ubuntu 24.04 compilation failing mbed-edge#113)
- Update golang version matrix, drop 1.19, add 1.23.

mbed-edge will not compile in Ubuntu 24.04, there's some problem
with the websocket we're using.
