Fixing IsRelativePath call in AnchorRelativePath #426

Description of Change(s)

The change updates ArDefaultResolver::AnchorRelativePath so it'll call the virtual IsRelativePath function, instead of explicitly calling ArDefaultResolver::IsRelativePath. This helps developers who want to replace ArDefaultResolver.
