Updated better Exception handling for test cases. it's required to run test cases properly.

FileNotFoundError - If File path not found in system
- File not found
NotImplementedError - If input_book_type is not support yet
- File format not supported yet, please raise an issue on github

runtime.txt added to indicated python version
