In this PR I add industrial brownfield capacity based on the Manufacturing Energy Consumption Survey. Unlike RECS and CECS, the MECS does not give age of existing capacity. So I approximated age by rolling everything back in 5 year timesteps for 4 steps (ie. 25% of capacity was built 5 years ago, another 25% 10 years ago ...). Finally, this is only for heat generation. Onsite power generation is not tracked.
