Fix reference point calculation for Line Limit (ll) for (vX) transmission expansion constraints in reeds network transport model.
When modeling certain regions with ReEDS county resolution, we need to reconcile differences in the TAMU, and ReEDS networks. These edge-case inconsistencies caused an error to be thrown when modeling texas with county resolution.
Bug with new carrier specification.
