Both CMake and Makefile build systems generate
lapacke_mangling.hautomatically fromlapacke_mangling_with_flags.h.in, so there is no reason to maintainlapacke_mangling.h.Moreover, the presence of
lapacke_mangling.hinsideLAPACKE/include/during a build with Makefile may break the build with CMake. See #583, thanks to @billhoffman.This PR removes
lapacke_mangling.hand adds arm -f include/lapacke_mangling.hto the targetcleaninLAPACKE/Makefile.
