This PR pins the refresh-lockfiles GHA to a specific version of the scitools/workflows.

I'll just wait for the CI to finish but this is looks good to go in!

it just landed in python-stratify see SciTools/python-stratify#69 (ignore the ci failures, we're breathing life into those)

and the subsequent auto-pr it pushed is SciTools/python-stratify#70
