Move the date/time test into the interactive steps feature file #765

This test is interactive, not observational, so we should move it into interactive_steps.feature:

ALKiln/docassemble/ALKilnTests/data/sources/observation_steps.feature

Move into other file
Change tag name from @O15 to the appropriate tag for the interactive steps file.
