Thanks for trying FedScale. FedScale uses realistic datasets in evaluations, so the total number of clients is pre-determined by that data itself BY DEFAULT. However, we can easily customize this (1) with a new *.csv file (e.g., train_client_mappings.csv in each dataset folder). For example, copy part of the raw *.csv; (2) or add one more variable here. i.e., do not register if #_clients > Threshold. We recommend option (2). If you take it, please consider submitting a PR.
