Problem Description

Cortex reports an invalid file format for catalog file (or neurons descriptor json file) but the file seems correct.

Complementary information

Cortex uses default system encoding to read the files. If the OS is configured with an encoding other that UTF-8, Cortex could fail to read catalog files.
