Requested Features Update

Adds "rteamenable" with permission "rteamenable" (enables gamemode on next round)
Makes teams more balanced
Makes it so the game gets soft locked with scp players left

For Newcommers:
This is a gamemode where every player is placed in one of four teams and they have a deathmatch in the facility
The Goal is to be the last team standing to win the round!
