Update README.md to readdress windows filesystem

Clarify the install procedure for windows 11, This could "resolve" BlackReloaded#24

Once microsoft/WSL#7591 is fixed this could be reverted

+If ssh,ssh-add,gpg etc are very slow (~15-25 seconds) check that wsl2-ssh-pageant resides on the windows file system.
