Topic UI topics initial issue#1

Probably should have pushed these changes more incrementally; however, this commit includes:

• added mock backend using context provider
• modified mockdata structure to more closely match API (although not exact match, yet)
• split previous /topics into a /category and /path page (removed /topics page)
• added and updated routes
• added form to update a resource skill
• README has basic information to build/run the container locally

Note: Without a page reload, all pages will maintain state (added topics, updated topics, new/updated resources, new/updated topic skills, and new resource skills. The only exception is that resource skills do not update/save.
