- Deprecate and remove setup.py and setup.cfg
- Now we can build sdist/wheel by: `python -m build -s -w`, even without `setup.py`.

It deprecates use of
setup.cfgandsetup.py, and replaces them withpyproject.tomlfollowing PEP-517 and PEP-518.
