Incorporate CPI in benchmark calculation #101
Update BE, living income benchmark endpoint to provide the correct CPI value
Update BE, provide CPI factor value for FE calculation
Update FE, incorporate CPI value in LI benchmark calculation
Update FE, load target initial value from segment target instead of recalculate inside useEffect hook
