Fix pandas doctests sensitive to NumpyExtensionArray formatting.

This should resolve the apache_beam/dataframe/pandas_doctests_test.py::DoctestTest::test_top_level failure sometimes seen in beam_PreCommit_Python_Dataframes.

Thanks. For my education, were test errors you are fixing non-deterministic? If so why?

I have no idea why they would be non-deterministic, but I don't think I *always* saw them. Could be due to the numpy release that came out two days ago, and maybe there's some package caching in the testing infra. I always saw them locally when I tried to reproduce.
