[improve][ml] RangeCache refactoring follow-up: use StampedLock instead of synchronized #22818

Motivation

#22814 added synchronized usage to RangeCache to ensure consistency. Synchronized usage can be avoided by the use of StampedLock

Modifications

Replace synchronized with StampedLock
