FileChunks is an AsyncSequence but not Sendable. That makes it annoying to use in places.

Make FileChunks Sendable (apple#2871)

Motivation:

`FileChunks` is an `AsyncSequence` so should be `Sendable` otherwise
it's difficult to use.

Modifications:

- Conform `FileChunks` to `Sendable`

Result:

- Resolves apple#2752
