We need to know where strange encodings break Archivematica and when this is ok.

Sources of strange bytestrings:

transfer names (from dashboard web form)
names of directories constituting transfers
names of files in transfers
strings within CSV files (e.g., metadata.csv)

Types of bytestring strangeness:

Unicode UTF-8
- in NFC and NFD (http://unicode.org/reports/tr15/#Norm_Forms)
other encodings: Windows-1252, Latin-1, Shift-JIS
