Ran into the wall on the 10 minute timeout this AM. Previous jobs have been fine, so this could have just been a blip.

Either way, probably worth padding the time by 5-10 minutes.

Adjust CI timeout when building all images

Increase timeout from 10 minutes to 20 minutes. While often
under 10 minutes, build times have been spiking recently and
as a result the `make build` CI job is being cancelled as a
result.
