Summary

Updated the issue templates to fix the issue template schema.

Changes

• Updated issue template to fix the runtime versions rendering as 3.1 instead of 3.10.
• Updated the render types to match issue template schema

User experience

No changes to end user for the eksupgrade utility. Rendered issue templated to match runtime versions.
