chore: add bzlmod support (#126)

- Add bzlmod support to the main repository and to the example
repositories.
- Refactor some of the utility functions in `integration_test_utils`
into `no_deps_utils`. Allows the use of the utility functions in bzlmod
extension implementation.

fix: ensure release archive contains all required files (#130)

- Add some missing files to the release archive.
- Create a separate test for bzlmod e2e testing.
- Add archive test to ensure that the archive contains everything needed
to run properly.
