Annotation backend project

This PR implements the annotation project as a separate project from backend with a separate database.

• Annotation project setup
• Swagger setup
• REST endpoints for annotations
• Docker configurations for annotation project
• Docker configurations for annotation database

are completed.

Backend app need a way to access annotation app, those configurations should be added to compose and any other required places. We should ensure that backend can successfully use annotation app.
