added roadmap as per project requirements

Description

This is the project roadmap that I made keeping the project description and requirements in mind. I have made sure to include every project requirement. Please let me know if I missed something.

PS: I am interested in contributing to the b0bot project which is part of GSoC 2023. I have made Slack and Telegram bots before.

Motivation and Context

The project roadmap is incomplete in the README.md and I believe the addition of a completed Roadmap would be very beneficial to all developers working on this project. It will act as a reference guide to project maintainers and contributors in the future.
