This rolls the Rust LLVM version from 17 to 18, which feels reasonable based on LLVM 19 being released next week and the compiler versions we currently use to build workerd (16 for Linux, 18 for Windows, Apple Clang equivalent to LLVM 16 on macOS (will be LLVM 17 with the upcoming Xcode version)).
