Importing data for Olathe, KS data

Commits connected to issue #15.

To do:

• Match buildings and parcels.
• Test connections between buildings, inspections and violations.
• Generate geo and building data files in JSON.
• Publish JSON files to data.codeforamerica.org as v1.

The Buildings file from Olathe is missing latitude and longitude data; we could fix it with the parcel file but it should be coming from the city with correct data.
