Issue

On Windows C++ helper the path relocation is not working correctly.

The problem is simple: the binary relocation is happening just on Linux/macOS, not on Windows (see conda docs in https://docs.conda.io/projects/conda-build/en/latest/resources/make-relocatable.html). So, to fix the problem the idea is to use https://github.com/ami-iit/reloc-cpp .
