Implements Changes For Additional PyTorch 2.1 Support:
TORCH.NN.UTILS.WEIGHT_NORM: Function is deprecated. Use torch.nn.utils.parametrizations.weight_norm(), which uses the modern parametrisation API. The new weight_norm is compatible with the state_dict generated from the old weight_norm. (https://pytorch.org/docs/stable/generated/torch.nn.utils.weight_norm.html)
