this allows the network plugins like Cilium CNI to use etcd-cluster
as kv store when bootstrapping the cluster

fixes #1929

Hi @hongchaodeng

can you please verify the patch. I am guessing the jenkins will trigger only after one of the admin 'verifies' the patch.

I have not added tests yet, as I was not sure if its safe to run e-2-e and unit tests on my laptop and was hoping to leverage ci on this project.
