Update Python to 3.10
Make .conda/meta.yaml consistent with setup.py.

If you want to test this against PyTorch < 2.2 you need to pin numpy to <2.0 as done e.g. here: https://github.com/cornellius-gp/linear_operator/pull/109/files#diff-cde814ef2f549dc093f5b8fc533b7e8f47e7b32a8081e0760e57d5c25a1139d9R14
