Update application to dotnet version 8.
Make the application self-contained. This change is ideal because in 2 years, when we start using dotnet 10, we won't have issues running pipelines CoreBiz-PR and MesBiz-PR with the error:
System.IO.FileNotFoundException
File name: 'System.Runtime, Version=10.0.0.0'
This is the issue we are currently handling (but for the Version=8.0.0.0)
