Implements v1beta1 quality bucket API and controller.
TODOs:

• Harden json-patch fork with tests https://github.com/muvaf/json-patch/tree/late-init
• Unit tests.
• Implement AccessControlList managed resource for ACL entries.
• Manual testing together with AccessControlList resource.
