Update GitHub actions upload-artifact and download-artifact to v4 (v1 and v2 are deprecated)
Update the build and tests to .NET 8 to circumvent After install 6.0 GA arm64 SDK on Mac OS Monterey(12.0.1) Parallels VM on M1 machine, use dotnet --info met error "Unhandled exception." dotnet/sdk#22978
