Adds the new ServiceNavigation component from GDS.

Also:

  • Deprecates the horizontal style for NavigationMenu (users should probably use the new ServiceNavigation component)
  • Fixes some styling bugs on the SearchBox component
  • Adds a 'secondary' to the SearchBox component for more subtle buttons
  • Opts into some v7 react-router features that don't appear harmful (potentially BREAKING, but unlikely)
