chore: Update to octocrab 0.38

Latest and greatest. Helps packaging on distros easier.

Note there were several API changes since 0.18. The biggest change is
that Octocrab instances are required to be run inside tokio context. So
unit tests that instantiate `Prr` need to be `#[tokio::test]`.
