BUG: add torch.repeat

Array API compatible repeat function is spelled repeat_interleave in pytorch (https://pytorch.org/docs/stable/generated/torch.repeat_interleave.html#torch.repeat_interleave)

• test_repeat will have to remain xfailed because of repeat_interleave_cpu is not implemented for short integers pytorch/pytorch#151311.
• that said, I ran locally

$ ARRAY_API_TESTS_SKIP_DTYPES=uint8,uint16,uint32,uint64,int8,int16 ARRAY_API_TESTS_MODULE=array_api_compat.torch pytest array_api_tests/test_manipulation_functions.py::test_repeat --max-examples=10_000

and it passed.
