v1.3.0 release testing

This issue serves to document testing the v1.3.0 release on test-proposals.

The release contents can be seen in #1571. Please verify all user facing features or bug fixes that you wrote are working correctly on test-proposals. Post a comment to this issue to document the verification.

Amass is out right now so I also tested and verified the following features for him:

• pi: Add API to retreive billing status changes. [amass01] (#1526)
• pi: Allow for billing status error correction. [amass01] (#1528)
• pi: Allow zero billingstatuschangesmax. [amass01] (#1533)
• pi: Make billing status changes batched. [amass01] (#1535)
• pi: Make status transition error human readable. [amass01] (#1543)
• pi: Allow comment writes on unvetted proposals. [amass01] (#1546)

I found the following issues during testing:

• pi: Add RFP billing status validation. #1574
• pi: Add approved proposal status. #1577

Tiago found the following backend issue while testing the frontend:

• pi: Allow RFPs to be censored with invalid metadata. #1576
