Support of PROJ as a configurable subsystem for the deegree CS module

Currently deegree has it's own build-in CS system. deegree has an internal CRS database that contains many commonly used coordinate reference systems.

The feature request is about to incorporate the latest version of PROJ (8+) as a source of coordinate reference systems and transformations using one of the existing interfaces
