There's also a reference to --with-jni in travis/install.sh

Also do git grep HAVE_JNI_H to find a few more spots to tidy from the CMake end.

Thanks guys. I wasn't aware of git grep - that's handy. Thanks for the tip!

Hopefully I've weeded it all out now.

Since we don't need OpenJDK anymore we can enable proj on all arches. Additionally,
use CMake instead of autoconf.
