Also do git grep HAVE_JNI_H to find a few more spots to tidy from the CMake end.

Thanks guys. I wasn't aware of git grep - that's handy. Thanks for the tip!

community/proj: remove deprecated JNI bindings

Since we don't need OpenJDK anymore we can enable proj on all arches. Additionally,
use CMake instead of autoconf.

and OSGeo/PROJ#1825 for the removal of the JNI bindings
