Collection navigations on change-tracking proxies should be initialized to an observable collection type

We do this for explicitly implement notification entities, but we do it by analyzing the static type. With a proxy type, the static type we know about doesn't implement the appropriate interfaces because they are instead implemented by the proxy type.
