Fix #11239

make sure

  • MinimumOSPlatform is the property name we want derive the property directly from.
  • MinimumOSPlatform will default to TargetPlatformVersion is fine.
  • the assembly attributes is just $(TargetPlatformIdentifier)$(MinimumOSPlatform) --- "Windows10.0.1234"

Blocked by dotnet/installer#7943 to have the type flowed in

@dsplaisted @mhutch I added the condition on > net5.0 . We won't have the type when it is lower
