Describe the feature

Repositories that include Rust crates typically perform more-or-less the same Rust checks in their CI.

Run Clippy
Check code formatting
Run tests
Run rustdoc (not currently done)

Generalizing this process as an action would make it easier to add more checks to all crates at once:

Check for unused dependencies (cargo-udeps)
Check for un-allowed licenses (cargo-deny)
Check for security vulnerabilities (cargo-audit)
Verify MSRV value (cargo-msrv)
