Update to gen_gpio_defaults.py to fix an error in the position of the via for bit 11.
Also: Added the script used to verify the script and the resulting layouts.
Also: Modified the gpio_defaults_block layout to remove the conflicting labels from the original DEF; only the pin names should be labeled in this template layout.
Also: Modified the gen_gpio_defaults.py script to handle the compressed caravel_core.mag file if needed.
