Rescope CIP-62 to be Catalyst Focussed

Changes:

• Name: from Governance Extension to Project Catalyst Extension.
• Renamed sections, from Governance to Catalyst.
• Renamed API version call:
  • cardano.{walletName}.governance.apiVersion -> cardano.{walletName}.catalyst.apiVersion
• Renamed the enable:
  • cardano.{walletName}.governance.enable() -> cardano.{walletName}.catalyst.enable()
• Matched rescope prose changes.

Motivation:

• With CIP-1694 starting the age of Voltaire, Cardano's governance is becoming clearer. We don't want this API to be confused with future protocol governance.
