Support EKS managed nodegroup node repair config

Description

This CR adds support for the newly launched EKS nodedgroups node-repair feature.

This adds a new command-line flag argument when creating clusters/nodegroups (--enable-node-repair) as well as supporting the node repair config in the eksctl config api format.
